No preliminary or final plat shall be approved by the Planning and Zoning Commission, and no completed plat shall be accepted unless it conforms to the following standards and specifications.
(A) General.
(1) Conformity with Comprehensive Plan. The subdivision shall conform to the current Comprehensive Plan of the city, a defined herein and as defined in Ch. 157 of this code of ordinances, which is incorporated herein, as adopted or amended by the City Council.
(2) Reserve strips prohibited. There shall be no reserve strips controlling access to land dedicated or intended to be dedicated to public use.
(3) Subdivision names. Names of new subdivisions shall not duplicate, nor cause confusion with the names of existing subdivisions, unless they are continuations or subsequent units of a prior platted subdivision.
(B) Streets, alleys and curbs.
(1) The arrangement of streets in a new subdivision shall make provisions for the continuation of the principal existing streets in adjoining areas of their extension; where adjoining property is not subdivided, insofar as they may be necessary for public requirements. In general such streets shall be a width at least as great as the existing streets, and in no case shall they be less than the minimum required below. The street and alley arrangements must be such as to provide opportunity for access and use by adjoining property owners. Dead ends or offsets in streets will not be approved unless unavoidable. Streets that are continuous shall bear the same name throughout. They must not duplicate or be similar to the recognized name of any other street located elsewhere in the area subject to the approval of the City Council.
(2) The width for major streets shall conform to the widths assigned to such major streets by action of the City Council. In no case shall major streets be less than 80 feet in width. A building line safeguarding future widening may be required by the City Council in lieu of dedication of the indicated width.
(3) Residential streets (streets serving primarily residential areas) shall be laid out so as to discourage their use by through traffic. The minimum width for residential streets shall be 60 feet unless the land use density dictates the need for wider rights-of-way and paving as determined by the Planning and Zoning Commission.
(4) The minimum width of any alley shall be 20 feet, and alleys shall be provided in all subdivisions where possible.
(5) Where alleys cannot be provided, easements not less than five feet in width shall be provided on each side of all rear lots lines and side lines, where necessary, for poles, wires, conduits, storm and sanitary sewers, gas and water mains. Easements of greater width may be required along lines or across lots where necessary for the extension of main sewers and similar utilities.
(6) Curbs shall be installed by the subdivider on both sides of all interior streets, and or the subdivision side of all streets forming part of the boundary of the development.
(C) Lots.
(1) In all rectangular lots, and so far as possible, all other lots, the side lines shall be at right angles to the street on which the lot faces.
(2) Each lot shall front upon a public street.
(3) Lot sizes, setback lines and yards shall be in accordance with Ch. 157 of this code of ordinances and, unless otherwise approved by the Council for particular and appropriate reasons, the minimum dimensions for lots for single-family dwellings shall be 80 feet for width and 100 feet for depth.
(4) Building lines shall be shown on all lots intended for residential use or for neighborhood store development and, if within city limits, shall be not less than minimum requirements of Ch. 157 of this code of ordinances.
