§ 156.06 PROCESSING OF FINAL PLAT.
   (A)   If desired by the subdivider and approved by the Planning and Zoning Commission, the final plat may constitute only that portion of the approved preliminary plat which he or she proposed to record and develop. However, such portion shall conform to all the requirements of this chapter.
   (B)   As soon as practical after the subdivider is notified of the approval of the preliminary plat, his or her engineer shall submit to the Planning and Zoning Commission the final plat of the subdivision or portion thereof.
   (C)   No final plat will be considered unless a preliminary plat has been submitted. If an approved plat has been duly recorded and the subdivider wishes to increase the size or the lots by combining two or more lots or by combining one lot with a portion of the adjacent lot in such manner that no portion of a lot remains smaller than the original lots, no preliminary replat will be necessary.
   (D)   When the final plat is filed with the Planning and Zoning Commission for approval, it shall be accompanied by the following fees: $25 per plat. A check or checks shall be payable to the County Clerk in the amount of the recording fee for the final plat.
   (E)   Within 30 days after the final plat is formally filed, the Planning and Zoning Commission shall approve or disapprove such plat.
   (F)   When filed with the city for recording, the final plat shall be accompanied by the following site improvement data. All plans and engineering calculations shall bear the seal and signature of a registered engineer. Three copies of the following along with cost estimates, shall be filed with the city:
      (1)   Plans and profiles of all streets, alleys, sidewalks and monuments; and
      (2)   Construction plans showing the following:
         (a)   Sanitary sewers. The location and dimensions of existing and proposed sanitary sewer lines, indicating the depth and grades of the lines. When a separate sewer system or treatment plant is proposed, the point of discharge or disposal area, along with the plans and specifications of the treatment plant shall also be submitted;
         (b)   Water lines. The locations, profile and size of existing and proposed water lines and fire hydrants, showing the depth and grade of the lines; and
         (c)   Storm drainage. All street widths and grades with elevations shall be indicated on the plat. Runoff figures shall be indicated on the outlet and inlet side of all drainage ditches and storm sewers, and at all points in the street at changes of grade or where the water enters another street or storm sewer or drainage ditch. Drainage easements shall be indicated as follows:
            1.   A general location map of the subdivision showing the drainage area of any existing or proposed drainage facilities;
            2.   Calculations showing the anticipated storm water flow, utilizing a rainfall frequency of not less than five years including watershed area, percent runoff and time of concentration. When a drainage ditch or storm sewer is proposed, calculations shall be submitted showing basis for design; and
            3.   When a drainage channel or storm sewer is proposed, complete plans, profiles and specifications shall be submitted, showing complete construction details.
   (G)   After the final plat has been approved and the subdivider has constructed all the required improvements, and such improvements have been accepted, the Planning and Zoning Commission shall cause the final plat to be recorded with the County Clerk or clerks in the county or counties in which the subdivision lies. They shall also cause the check or checks for the recording fee or fees deposited at the time the final plat was filed for approval to be delivered with the final plat to the County Clerk.
