The subdivider shall file with the Planning and Zoning Commission 13 blue or black line copies of the plat together with the original and an application on a form specified by the city at least 15 days prior to the date at which formal application for the preliminary plat approval is made to the Planning and Zoning Commission at its regular meeting.
