(A) (1) All persons desiring to subdivide or resubdivide a tract of land within the city or within the extraterritorial jurisdiction of the city should procure from the city a copy of the rules regulating the subdividing of property. The subdivider shall cause to be prepared a preliminary plat by a surveyor or engineer.
(2) The preliminary plat and other data should then be filed with the city for submission to the Planning and Zoning Commission for its approval. No improvements should be begun, nor any contracts made, until this approval has been given.
(3) When the preliminary plat has been approved by the Planning and Zoning Commission, operations may be started in accordance therewith and final revision of said plat can be completed and submitted to the Planning and Zoning Commission for further approval. The approval of the preliminary plat does not constitute an acceptance of the subdivision.

(B) The final plat may be filed at the same time as the preliminary plat or at a later date. If the final plat is a portion of a larger tract owned by the applicant, a preliminary plat must be filed on the entire tract.
