§ 154.20 GENERAL.
   (A)   No person shall introduce or cause to be introduced into the MS4 or waterbodies any discharge that causes or contributes to causing the city to violate a water quality standard, the city’s TPDES permit or any state-issued discharge permit for discharges from its MS4 or waterbodies.
   (B)   No person shall introduce or cause to be introduced into the MS4 or waterbodies any harmful quantity of sediment, silt, earth, soil or other material associated with clearing, grading, excavations or other construction activities in excess of what could be retained on site or captured by employing sediment and erosion control measures to the maximum extent practicable; for the duration of the project.
   (C)   No person shall dump, spill, leak, pump, pour, emit, empty, discharge, leach, dispose or otherwise, cause, allow or permit to be introduced any of the following substances into the MS4 or waterbodies.
   (D)   No person shall introduce or discharge or cause or permit to be discharged into the MS4 or waterbodies within the city limits any of the following (§§ 154.21 to 154.23 of this chapter), except as authorized by a valid permit from the city or the TCEQ or the EPA.
