This subchapter shall be known as the Town of Palm Shores Mortgage Registration Code. It is the intent of this subchapter to protect and preserve public safety, security and quiet enjoyment of occupants, abutters and neighborhoods by:
(A) Requiring all property owners, including lenders, trustees and service companies, to properly maintain abandoned foreclosing properties; and
(B) Regulating the maintenance of abandoned foreclosing, properties to prevent blighted and unsecured buildings and structures.
