Any persons adversely affected by a decision in the enforcement or interpretation of any terms or provisions of this subchapter may appeal the decision to the Town Council. The appeal must be filed within 30 days of the issuance in writing of the order by the Mayor. The appeal must state the order appealed from and the precise basis of the appeal. The appeal shall be filed with the Town Clerk and no fee shall be charged for the appeal. Any person adversely affected by a decision of the Town Council on appeal may seek relief in a court of competent jurisdiction by filing a petition for a writ of certiorari pursuant to the State Rules of Appellate Procedure.
