(1) First Election. At the time of its adoption, this charter shall be in effect to the extent necessary in order that the first election of members of the Town Council may be conducted in accordance with the provisions of this charter. The first election shall be held on the first Tuesday after the first Monday in November of 2007. Council Seats number 1, 3, and 5 will be up for election which includes the election for Mayor. In 2008, Council Seats number 2 and 4 will be up for election. The Town Clerk shall prepare for adoption by the Town council temporary regulations applicable only to the first election and designed to insure its proper conduct and to prevent fraud and provide for recount of ballots in cases of doubt or fraud.
(2) Time of Taking Full Effect. The charter shall be in full effect for all purposes on and after the date and time of the first meeting of the newly elected Town Council.
(3) Organizational Meeting. On the first Monday of December following the first election of Town Council members under this charter, the newly elected members of the Town Council shall meet at 7:00 p.m. in the Town Hall. At that Organizational Meeting, the Town Council shall appoint by vote, a Vice Mayor.
