This Charter and any portion thereof may be amended or revised, in whole or in part, at any time by a resolution passed by the affirmative vote of a majority of the membership of the Town Council and ratified by a majority of the votes cast by the qualified electors of the Town at a general or special election held for that purpose, after being advertised once each week for four (4) consecutive weeks within thirty (30) days previous thereto. At such election each such amendment or revision shall be identified on the ballot. Amendments shall be voted on separately, and revisions of one or more articles may be voted on separately or may be considered together as the council shall prescribe. To the extent that any such amendment or revision shall require state legislative action, the referendum may be held prior to or after such state legislative action.
