Sec. 10.02   ELECTION REQUIREMENTS; NO RUN-OFF ELECTION EXCEPT IN THE CASE OF A TIE VOTE
   The candidate obtaining the highest number of votes in a regular municipal election or a special election held pursuant to this Charter shall be deemed to have been elected. In the event of a tie vote, a special runoff election shall be held as soon as practical, but in no event more than 15 days after the date of the initial election.
