Sec. 3.01   LEGISLATIVE PROCEDURE
   Three (3) members of the Council shall constitute a quorum, but a smaller number may adjourn from day to day. No action of the Council, except raising a quorum, shall be valid or binding unless adopted by the affirmative vote of at least three (3) members of the Council. The Council shall adopt Roberts Rules of Order for Parliamentary Procedure and shall provide for the keeping of a journal of its proceedings. The journal shall be a public record and shall be open to public inspection. The Council may prescribe for expulsion of disorderly persons from its meetings.
