A Planning and Zoning Board is hereby established which shall consist of five members who shall be appointed by the Town Council. In addition, the Town Council may appoint not more than two alternate members, designating them as such. Alternate members may attend complete Board meetings regardless of whether a quorum of regular members is seated. Alternate members may participate in Board deliberations and debate, but they may only make motions and vote in the absence of voting member or in the event of disqualification of a regular member or the vacancy in a regular member’s seat. The longer serving alternate member shall be given first priority in sitting in a member’s absence and voting.
