It shall be the duty of every officer of the town, within ten days after the expiration of his or her term of office or of his or her removal therefrom, to deliver to his or her successor in office, or to the person as the Town Council may designate, all books, records, papers, vouchers and property of every kind in his or her possession or control belonging to the town.
