(A) A majority of the members of the Town Council shall constitute a quorum to do business, but a less number may adjourn from time to time and compel the attendance of absent members in a manner and under penalties as may be prescribed by ordinance.
(B) The affirmative vote of a majority of the members present at any meeting shall be necessary to adopt any ordinance, resolution, order or vote.
(C) No member shall be excused from voting except on matters involving the consideration of his or her official conduct or when his or her financial interests are involved, in which case the affirmative vote of a majority of the members voting shall be necessary for the adoption of any ordinance, resolution, order or vote.
