(A) The Town Council shall be the judge of the election and qualification of its members.
(B) The Town Council shall have power to determine and establish the rules governing its own proceedings and to determine the time and place for holding its meetings and the notice, if any, of special and emergency meetings. Council rules, polices and procedures may be adopted by resolution of the Town Council and amended or revised in the same way.
