This chapter shall not apply to developments for which building permits have been issued prior to the effective date of this chapter. This chapter shall not apply to developments for which applications for building permits are properly submitted and filed with the appropriate municipal departments, and that conform to all applicable requirements in effect prior to the effective date of this chapter, or to developments that have received tree removal authorization from any designated public agency, department or board prior to the effective date of this chapter.
