It is the intent of the town to provide land development regulations which are consistent with and which contain specific and detailed provisions to implement the comprehensive plan of the town. Further, it is the intent of the town to provide specific procedures to ensure that development permits issued by the town are conditioned on the availability of public facilities and services, thereby meeting the concurrency requirements of the comprehensive plan.
