(A) The Building Department shall have the authority and the duty to inspect properties subject to this subchapter for compliance and to issue citations for any violations.
(B) The Building Department shall have the discretion to determine when and how the inspections are to be made, provided that its policies are reasonably calculated to ensure that this subchapter is enforced.
