§ 34.04 DEPARTMENT ESTABLISHED; APPOINTMENT OF DIRECTOR.
   There shall be established a Human Resources Department headed by a Director. The Director shall be experienced in personnel management and administration and be in sympathy with merit principles. The Director shall be appointed by and report to the City Manager, or his/her designee, in a staff capacity.
