It shall be unlawful for any person to accumulate, burn or bury any garbage, refuse, building materials or garden and yard trash, on any private or public property in the city and such person must arrange for the removal of same in accordance with the provisions of this chapter, to a designated disposal facility, at no cost to the city, except that total land clearing debris and pasture improvement may be burned on site upon obtaining a written permit from the Fire Chief or designee and the Division of Forestry under the provisions of §§ 33.40 et seq. and §§ 33.55 et seq.
