It shall be unlawful for any parent, guardian or other person lawfully entitled to the care, custody and control of any child under the age of seventeen (17) years, to knowingly suffer such child to be unlawfully upon the streets or other public places in the city between the hours of 11:00 p.m. and 6:00 a.m.
