The City Council finds that, in the absence of this ordinance, property owners do not always bear the burden of paying for such improvements to their properties as required by the Code of Ordinances of the City of Palm Bay. The express intent of this ordinance is to provide a method whereby the city can recover the costs of such mandatory improvements to private property as is required by the city's code and ordinances and which the property owners themselves do not responsibly perform.
