(A) There shall be assessed an additional fine of two dollars ($2.00) imposed for any violation of a state penal or criminal statute or county ordinance within the city or for violation of this code and any other municipal ordinance.
(B) The funds collected from the imposition of such fines shall be limited solely to criminal justice education and training of law enforcement officers of the city, and such further restrictions as provided in Fla. Stat. § 943.25.
