It is hereby found and declared that a violation of the provisions of this subchapter constitutes an irreparable injury to the citizens of the city and the city may institute a civil action in a court of competent jurisdiction to seek injunctive relief to enforce compliance with this subchapter, a permit or order; and to enjoin any violation of this subchapter; and to seek injunctive relief to prevent injury to the health, safety and general welfare caused or threatened by any violation.
