§ 38.18 SURPLUS PROPERTY.
   (A)   The Chief Procurement Officer shall prepare a list of surplus items which have become excess to a department's needs, obsolete, unusable, or scrapped.
   (B)   The Chief Procurement Officer shall have authority to transfer surplus items between other City departments; to trade-in surplus items for the purchase of new items; to return to manufacturer or supplier for credit; to sell surplus items for fair market value to another governmental agency or authority; to donate or trade to another governmental entity or other entity as determined appropriate by the Chief Procurement Officer; or to reduce surplus to scrap or authorize its destruction.
   (C)   The sale of surplus items may be made via a competitive solicitation (Invitation for Bids) or by auction, as determined appropriate by the Chief Procurement Officer.
