§ 110.40 EFFECT OF PREEMPTION BY STATE; OBSTRUCTION OF STREETS, SIDEWALKS, PUBLIC PLACES.
   Nothing in this subchapter shall be construed to interfere with the regulation or taxation of any person in business against whom the right of taxation has been preempted by the state or to give to any person the right to obstruct the streets, sidewalks or other public places in the city.
