To perform his or her duties during temporary absence or disability, the Manager shall designate by letter, filed with the City Council, a qualified administrative officer of the city to exercise the powers and perform the duties of the Manager during his or her temporary absence or disability. During such temporary leave of absence or disability, the Council may revoke such appointment at any time and appoint another officer of the city to serve until the Manager shall return or the disability shall cease.
