Whenever it may seem necessary, the city shall investigate and examine the condition of any land and/or structure within the city to determine if any sanitary nuisance exists as herein defined; and after investigation and examination of such land and/or structure the city determines that a sanitary nuisance does exist, it shall serve written notice upon the proper party or parties as defined below, to remove or abate the said nuisance.
