§ 76.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   BUSINESS DAY. Any day, Monday through Friday, which is not designated as a holiday pursuant to the City of Palm Bay's Personnel Rules and Regulations.
   OWNER. The person or persons to whom a particular motor vehicle is registered or titled.
   SPECIAL MAGISTRATE. The special magistrate appointed by the City Council. The special magistrate shall be an attorney licensed to practice for at least five (5) years and shall be in good standing with the Florida Bar.
   STOLEN. The trespassory taking and carrying away of the tangible personal property of another with the intent to permanently deprive.
