It shall be the duty of any police officer of the city to take into possession and to impound any bicycle found in any of the public thoroughfares of the city or being operated over any of the public thoroughfares of the city, when such bicycle does not have attached thereto a bicycle license plate as provided in this chapter. The Police Department shall keep such bicycle impounded until the owner shall have obtained the proper license for such bicycle as provided in this chapter. No impounding fee shall be charged for a bicycle which has been impounded for failure to have a license.
