§ 119.05 APPLICATION FOR PERMIT.
   (A)   The person, group, organization, or entity seeking the issuance of a permit for a special event, parade, block party, or demonstration shall file an application with the City Manager on forms available in the City Manager's office.
      (1)   Special events on city-owned property. An application for a special event on city-owned property shall be filed with the City Manager not less than thirty (30) days before the proposed special event takes place.
      (2)   Special events on non-city-owned property. An application for a special event on non-city-owned property shall be filed at least ten (10) days before the proposed special event. The purpose of this application shall be to provide the city with notice of such events on private property that could possibly impact city services such as police services, traffic control, surrounding properties, as well as the health and safety of the citizens of Palm Bay.
      (3)   Parades. An application for a parade is available in the City Manager's office and shall be filed not less than thirty (30) days before the proposed parade.
      (4)   Block parties. An application for a block party is available in the City Manager's office and shall be filed not less than thirty (30) days before the proposed block party.
      (5)   Demonstrations. An application for a demonstration is available in the City Manager's office and shall be filed not less than two (2) days before the proposed demonstration.
