§ 119.03 AUTHORITY TO ISSUE A PERMIT.
   The City Manager has the authority to issue, modify, deny, or revoke permits for special events on city-owned property, special events on non-city owned property, parades, block parties, and demonstrations in accordance with criteria set forth in this chapter.
