§ 56.27 ADDITIONAL AUTHORITY.
   This Home Rule Assessment Act shall be considered as supplemental and additional authority for the city to exercise the powers enumerated herein, and shall not be considered to be the exclusive means by which the city may provide for the matters set forth herein. This Home Rule Assessment Act being for the benefit of the citizens of the city, shall be liberally construed to effect its purposes.
