§ 56.05 MAILING OF BALLOTS AND NOTICES.
   (A)   Addresses. The City Clerk shall cause the ballots and notices to be sent to each of the owners of the property to be specially benefitted by the proposed project at his or her last known address, the names and addresses to be obtained from the records of the Property Appraiser of the county. The mailing address as shown on the records of the Property Appraiser shall be conclusively deemed to be the correct address for mailing of the notice. Failure by any property owner to receive such notice shall not invalidate any of the proceedings herein.
   (B)   Proof. The notices and ballots shall be sent to the owners of the Property to be specially benefitted by U.S. mail or in such manner as shall be determined by the City Clerk. Proof of such sending shall be made by affidavit of the City Clerk or its designee and shall be filed with the city. Each notice shall contain an addressed envelope providing for the return of the ballot.
