A Legislative Order declaring a State of Local Emergency shall:
(A) Activate the City's Comprehensive Emergency Management Plan which shall be the authority for the preparation for, response to, and relief from the localized or widespread emergency or disaster;
(B) Be authority for the deployment and use of any forces to which the Plan applies and for the use or distribution of any supplies, equipment, and materials and facilities assembled, stockpiled, or arranged;
(C) Identify whether the State of Local Emergency is due to a minor, major, or catastrophic disaster, indicating the conditions which have brought the emergency or disaster about.
(D) Authorize the City Manager to apply for federal and/or state disaster assistance, if available.
