(A) A public meeting is not required for the issuance of the Legislative Order by the Mayor.
(B) Meetings held by the City Council during the period of a declared State of Local Emergency to take actions on matters pertaining to the affray, riot, rout, or unlawful assembly are not subject to the notice requirements of Art. III, § 3.081, of the City Charter or state law. Notice of meetings will be provided to the news media, but will not render the meeting or actions taken at same as null and void if the notice is not received by the news media within a time frame in which to notice or broadcast the information to the general public prior to the meeting.
