A candidate may withdraw at any time prior to the election by filing with the City Clerk a written statement, under oath, to that effect. The candidate's name shall then not be printed on the ballot, or in the event the ballots have been printed, the name shall be removed if, in the opinion of the City Clerk, time permits without disrupting the administration of the election.
