(A) Any activity in which municipal recreational facilities are utilized will be conducted according to law, and will conform to written and oral directions promulgated by the Recreation Director.
(B) The Recreation Director is empowered, subject to the approval of the City Manager, to promulgate reasonable rules and regulations governing the use of such municipal recreational facilities.
