It is the intent of the City Council to prevent the city from taking retaliatory action against any person who discloses, to the appropriate city official, pursuant to the provisions of this subchapter, the following:
(A) Report of a violation or suspected violation of any federal, state, or local law, rule or regulation, committed by an employee or agent of the city that creates and presents a substantial and specific danger to the public's health, safety, or welfare;
(B) Allegation of an act or suspected act of improper use of governmental office, gross waste of funds, or any other abuse or gross neglect of duty on the part of the city, public officer, or employee.
