§ 34.07 PREPARATION OF PERSONNEL RULES AND REGULATIONS.
   The Human Resources Director shall cause to have prepared Personnel Rules and Regulations for consideration by and recommendation to the City Manager, and approved by resolution of the City Council. It shall be the responsibility of the Human Resources Director to review the Personnel Rules and Regulations on a continuous basis, reporting required and/or recommended changes to the City Manager. The City Manager shall recommend said changes to the City Council for adoption of the amended rules and regulations by resolution.
