(A) The Recreation and Tourism Commission shall annually submit to the City Council a request for funds for the operation of the Commission for the ensuing year. The Council shall include the Commission in its annual budget and shall provide funds, to the extent it deems necessary, for the operation of the Commission in its annual budget. KRS 91A.390 (l)(a-b)
(B) The City recognizes the Paintsville Park, Pool and Playground, the Paintsville Golf Course and any other city recreational parks or facilities existing now or hereafter established, to be a major attraction for visitors in the area, and it is the intent of this chapter to provide sufficient funding to the city park system to maintain city recreational facilities at a high level for future growth and development of the city's tourism economy. The Recreation and Tourism Commission should, therefore, include in its annual budget funds for the cost of maintenance, acquisition, construction, and operation of city park facilities useful in the attraction and promotion of tourist and convention business, including athletic facilities. Upon the advice and consent of the Recreation and Tourism Commission a maximum of 45% of its funds of the Hotel, Motel and Restaurant Tax collected in the previous fiscal year shall be budgeted to the City Parks and Recreation and the Paintsville Golf Course for such purposes.
