§ 33.32  DETERMINATION OF NEED; COST OF PURCHASE.
   The Mayor of the city shall determine the need for any item requested and whether or not the purchase of such item or items is for less than $2,500 and whether or not the expenditure is provided for in the budget.
   (A)   For purchases of items of a value of less than $100, the Mayor may delegate the requirement of a determination as to whether or not the expenditure is provided for in the budget to the department head of the department for which the item is being purchased or any other city officer or employees.
   (B)   Whether the Mayor or his delegates makes the determination a record shall be made where in the amount of the purchase shall be levied against the portion of the budget against which the purchase is made.
