§ 153.58  QUORUM; MEETINGS.
   No business shall be carried out by the Board unless a quorum be present. A quorum for the transacting of business of the Board shall consist of three members. Meetings of the Board may be called by the Chairperson or by three members. In case of tie voting by the Board, the issue shall be deemed to have failed passage.
