No business shall be carried out by the Authority unless a quorum be present. A quorum for the transacting of business of the Authority shall consist of four members. Meetings of the Authority may be called by the Chairperson or by four members. In case of tie voting by the Authority, the issue shall be deemed to have failed passage.
