This prohibition shall apply regardless of whether the wheels connected to such structure are capable of being removed, and regardless of whether such structure is capable of being placed upon a permanent foundation. This prohibition shall not apply to self-propelled recreation vehicles, except that it shall be unlawful to make any commercial, residential, industrial, or other nonrecreational use of such vehicle.
