No person shall begin any excavation or fill without first having obtained, from the Building Inspector for the city, a permit specifying the location, size, dimensions, and area to be occupied by the excavation or fill. An excavation permit shall specify the time and manner of removal of material from the excavation site, and the location for the deposit of such material. A fill permit shall specify the type and amount of fill material to be used, and the method of compacting to be employed.
