§ 150.16  EXCAVATIONS TO BE GUARDED AGAINST DANGER.
   All excavations and fills for buildings or otherwise within the city shall be protected and guarded against danger to life and property.  Permanent excavations, where necessary, shall have walls of masonry, concrete, or other materials of sufficient strength to retain the embankment together with any additional loads to be placed thereon.  All excavations made below grade shall be protected so that the soil of adjoining property will not cave or settle.
