§ 119.29  APPEAL.
   If the City Clerk denies the issuance of a license, or suspends or revokes a license, he/she shall send to the applicant or licensee, at the address of the business as shown on the most recent application,  by certified mail,  return receipt requested, written notice of such action and the right of appeal. All appeals of the ordinance shall be submitted to the City Council.  The filing of an appeal stays the action of the City Clerk in suspending or revoking a license until the Zoning Board of Adjustment makes a final decision.
