The Commission shall adopt rules and bylaws for the time and place of its meetings and the conduct thereof, and four commissioners shall constitute a quorum at any meeting. The bylaws shall be reviewed and approved by the City Council. At its first meeting each year, the Commission shall organize by the designation of one of the commissioners to act as a chairman and another one to act as secretary. Any commissioner failing to attend four successive monthly meetings without acceptable cause and approval by the Commission may thereby automatically be removed from office by the Commission.
