It shall also be the duty of the owner and/or operator of any commercial establishments which are adjacent to residential areas or public thoroughfares to maintain their property by not allowing weeds, bushes or grass to exceed 18 inches at any time. Lots must be free of building materials, rubbish and/or trash or surplus material.
